Napoleon B. Imperial is at present a Chief Economic Development Specialist in the National Economic and Development Authority (NEDA). He would like to be known as a career civil servant who indulges in the” life of the mind and spirit” in order to better help enhance the management of social change in the country in an area which he knows best – educational reform. He served as Assistant Coordinator of the Education for All (EFA) Project Team that formulated the Philippine Plan of Action for EFA 1991-2000 and with this work, he later on helped the Government of Pakistan prepare its own EFA Plan of Action in 199. He served as “policy technician” for three successive reform bodies in the Philippines, namely: the fifteen‑man Panel of Consultants of the 1991 Congressional Commission on Education (EDCOM); the 1999 World Bank-Asian Development Bank Philippine Education Sector Study (PESS), and the Presidential Commission on Educational Reforms (PCER) of 2000. He continues to assist the EFA 2015 movement and the on-going Basic Education Sector Reform Agenda (BESRA).
